Creating the City’s First Food Delivery Network

Project overview

DeliveryTulcea.ro was launched in 2019 as the first complete multi-restaurant food delivery platform built specifically for Tulcea.

The project did not appear in isolation. It came directly after the successful validation of the Restaurant Venezia ordering system, where WEBOG proved that a local restaurant could generate real online revenue through its own website and mobile app.

The objective was far bigger than publishing menus online. WEBOG developed a full local delivery ecosystem that connected customers, restaurants, couriers and administration inside one digital product, with dedicated flows for ordering, logistics, reporting and growth.

At a time when the local market had no real delivery infrastructure, the platform created a practical bridge between businesses and consumers, helping restaurants move beyond phone orders and fragmented delivery arrangements.

Over its active period, DeliveryTulcea brought together 23 local restaurants, built a verified database of 10,000+ users and generated over EUR 50,000 in additional total revenue for local restaurants within the first year, before large national players entered the market.

The challenge

Once Restaurant Venezia had already proven that online ordering worked in Tulcea, the next challenge became scale. Restaurants still depended on phone calls, manual coordination and separate delivery arrangements, which created friction for both the business and the customer.

That meant several real operational problems:

• No centralized digital ordering experience for local customers
• No scalable system for restaurants to manage incoming delivery orders
• No courier-side workflow for tracking and status updates
• No shared local platform capable of aggregating multiple restaurants
• No strong city-wide digital brand focused entirely on food delivery

The goal was to take a validated local ordering model and expand it into something that felt comparable, at a local level, to what Glovo or Bolt Food would later normalize at national scale.

What WEBOG built

DeliveryTulcea was developed as a complete custom platform, not as a template website or a lightweight listing portal. It was the scaled evolution of a model already tested on a single restaurant, now expanded to support all major actors involved in delivery operations.

• Custom ordering platform built on a dedicated PHP framework
• Customer module for browsing restaurants, placing orders and following deliveries
• Restaurant dashboard for menu management and order processing
• Courier workflow for live delivery handling and status updates
• Admin area for commissions, reporting, analytics and operational control
• Real-time GPS-based delivery tracking
• Mobile applications for customers and restaurants
• Automated invoicing and email notification flows

The result was a structured local platform capable of handling both the commercial side of ordering and the logistical side of delivery execution.

Product experience

For a delivery platform to work in practice, the interface must reduce friction. Customers need to browse quickly, place orders easily and trust that the process will be clear from checkout to delivery.

The visual direction followed a clean, modern approach inspired by the simplicity of early food delivery platforms, while preserving a distinct local identity across digital and printed materials.

Operational execution

The project was not only about software delivery. It also required business rollout, restaurant onboarding, local promotion and real operational coordination across a city of roughly 70,000 people.

That broader execution layer is what transformed the platform from a technical build into a functioning local ecosystem.

• Onboarded and contracted 23 major restaurants in Tulcea
• Built a verified contact database of 10,000+ users including names, phone numbers and email addresses
• Ran city-wide marketing campaigns through social media, banners and offline promotional materials
• Supported restaurants that did not have delivery staff by offering courier services directly through the platform

Results & impact

DeliveryTulcea became a meaningful local digital product because it solved a real market gap before larger national delivery apps entered the city.

Why this project matters

Many agencies can build websites. Far fewer can design and launch a platform that has to coordinate multiple business types, logistics flows, user adoption and city-level rollout at the same time.

DeliveryTulcea demonstrates WEBOG's early ability to move from proof of concept to marketplace execution: validate one restaurant, refine the model, then scale it into real digital infrastructure with marketplace logic, operational workflows, mobile usage, restaurant onboarding and local growth execution in one connected product.

Legacy project

Developed between 2019-2020+, DeliveryTulcea is no longer active after the later entry of major national delivery platforms into the local market.

Even so, it remains an important milestone in WEBOG's evolution, demonstrating early experience in mobile applications, online ordering systems, courier coordination and local digital platform development.

Before Glovo came to Tulcea, there was DeliveryTulcea - the scaled version of a model first validated through Restaurant Venezia, then expanded into a city-wide ordering ecosystem.
